All three lenders have different approval rates and require membership to qualify for a loan. You can become a member of PenFed by opening a savings account with a minimum deposit of $5. Borrowers who pay a one-time $5 membership fee to a Consumers Credit Union qualify for membership in a Consumers Credit Union. The only borrowers for Navy Federal are active military members or veterans, as well as employees or retirees of the Department of Defense.
