Horowitz has served with Washington County Gov. for more than 3 years. During that time he was the Business Leader of the Business Development Department. In this position, Horowitz was responsible for marketing Washington County to out-of-state areas to attract new development investments, which supported the creation of new jobs and a new tax base in the county.
Prior to his time with Washington County, Horowitz came from a career spanning sixteen years in business, which included roles in management, business development, brand management, executive strategy and product development for local, regional and international businesses. He was also an assistant professor at Hagerstown Community College from 2017 to 2019.
Horowitz has a 2002 psychology degree from Frostburg State University and a Master of Business Administration degree from the University College of Maryland. He is also a member of the International Economic Development Association and the Maryland Economic Development Association.
As the newly appointed director of the Business Development Department, Jonathan said, “I am humbled at the trust given to me by the Board of County Commissioners. I look forward to using my skills, education, and career experience in this new role to help me achieve this goal. To push Washington County, MD, toward the community of the future we all want to live in.”

Jonathan currently resides in the city of Hagerstown with his wife and daughter. Jonathan loves to play guitar and do just about anything with cars, especially his old Datsun Z-car. He spends the rest of his time helping his wife with her non-profit animal rescue.
